Parcel Tax to Fund Muni Operations

Creates a property-type and building-size-based parcel tax dedicated to Muni service.

At a glance

New tax
Does it raise taxes?
Yes. A new annual parcel tax on property owners: $129 for most single-family homes, $249+ for multifamily, $799+ for commercial, through 2042.
Estimated cost or revenue
Controller estimates approximately $177 million annually initially, increasing with inflation; $2 million–$3 million startup and $4 million–$6 million annual administration costs.
Who pays
Property owners; limited passthrough to qualifying rent-controlled tenants of 50%, capped at $65 per unit annually. Senior owner-occupant and other exemptions apply.
Where the money goes
Muni transit operations and tax administration.
How long
July 1, 2027–June 30, 2042.

Worth knowing: Revenue depends on parcel data and exemptions. Base amounts are not the full bill for larger buildings; single-family parcels have no stated cap.

Why they disagree

Supporters say

Muni faces its largest-ever deficit after the pandemic. Without H, up to 20 routes could be cut, Metro wait times could double and cable car service could shrink or end.

Official argument for (summary)
Opponents say

A blank check for SFMTA with no required cost cuts or efficiency targets. The tax is based on square footage, not value, and landlords can pass half of it to rent-controlled tenants.
